No. 511.

Sir,

C. O. 33633

Pod 10 SEP 05)

Public Works Office,

Hongkong, 20th. July, 1903.

167

I have the honour to inform you that when

the Praya East Reclamation Scheme comes to be carried out,

practically the first thing to be done will be the raising of

the existing Praya roadway so as to enable the sewers and drains

to be brought up to such a level that they can be extended out

to the new Fraya front.

As you are aware, the Electric Tramway is

to be laid along the existing Fraya and, if this be done with the

roadway at its present level, it will put a most formidable

obstacle in the way of carrying out the Reclamation Scheme.

I would, therefore, propose that the rais-

ing of the Fraya roadway be undertaken now and, in order to lay

my proposal before you, I submit a section and estimate which have been prepared by Mr. Boulton, showing the manner in which it

is intended to execute the work.

I would point out that the camber of the

road has been so arranged that, when the widening of it has been executed, the summit will be in the centre, thus enabling the

tramway to be laid at once in its permanent position.

It is most important that the work should

be carried out now and, as the Tramway Company desire to lay their lines whenever practicable, I submit that it be proceeded with. The cost of the work will, of course, form a charge on the Reclamation Fund, when established, and will ultimately be refunded to Government. There is only a sum of $2,000 provided

The Honourable

The Colonial Secretary.
